Operation Northwoods was a 1962 proposal by the CIA to carry out a false flag attack and blame it on Cuba, then governed by Fidel Castro for three years.

The proposals included shooting down a plane repainted as an American warplane; attacking Cuban immigrant boats; killing Cuban-American immigrants; and bombing D.C. or Floridian cities like Miami.

The proposals were rejected by John F. Kennedy.
