Hegelian “telos”, or the goal toward which all process strives, is concerned with the end or final causes, the explanation of events by the end they reach. The beginnings of civilization and State do not begin with a first premise. They have the development retro-causally of a state or a narod realizing itself-- being the teleological anchor of the development of the people.[1]
