The malign sovereign represents [[Hegel’s master/slave dialectic]] by standing up to the master (the unipolar order of the modern bourgeoisie) and being unwilling to submit and become the slave. It also represents, more importantly, in modern politics those who do not align themselves with the sovereignty of the [[Thomas Hobbes|Hobbesian]] “Leviathan”, which emerges from the “War of All Against All”, in which individuals are simply self-interested-- they kill each other over differing self-interests but then realize it is easier to submit to the most powerful person in order to safeguard a bare minimum of security and rights. This “Hobbesian sovereignty” forms the basic metaphysics of the modern universal state,  which, from this, also rest on notions of “human rights”, liberty, general will, social contract theory, etc.
