What happened was that Caleb was asking some woman to spank him, which she, for whatever bizarre reason, willingly obliged in doing.

While Caleb Maupin is a complete weirdo and pervert, nobody forced CPI members to spank him. They did it as willing adults. And why did they? Because they, too, are weirdos and perverts. It's the only logical explanation.
